General Description ^
History
Until the year of 1988 Marmara University Faculty of Economics and Administrative Sciences Department of Public Administration was based at Bahçelievler Campus. Starting from the October of the year 1988, by changing its educational language from Turkish to French language the Department became the first higher education institution in French language in Turkey. After the agreements made with the French Foreign Ministry in 1988 and with the French National Political Science Foundation in 1989, the Department had moved to the “Summer Mansion” of the French Embassy in Tarabya in 1989. In 2012 our departement had moved to the Anadolu Hisarı Campus and became a member of Political Science Faculty. Having its first graduate students in July 1992, the Department of Public Administration in French has today approximately 400 students and 20 academic members including 3 them French citizens. The model of the educational system of the Department is structred acoording the model of Institute of Political Studies (Instituts d'Etudes Politiques) in France. The Department has many exchange programs for students and academic members affiliated with many important institutions in the field of political science in France. Besides, every year our students are accepted with scholarships from French Government or the European Union to continue their education in master programs in many prestigious educational institutions in France, such as ENA (Ecole Nationale d'Administration), IEP’s (Institut d'Etudes Politiques) and the Sorbonne.
Qualification Awarded
Students who successfully complete the program in the field of "Public Administration" gain the right to graduate with a bachelor's degree.
Specific Admission Requirements
1. High school diploma, 2. To get sufficient TM2 points (416 154 points was the lowest record in 2011), in the Undergraduate Placement Exam organized by ÖSYM (YLS), 3.To be able to pass the language proficiency exam for the education in French language (to get sufficient points from the proficiency exam organized by the Rectorate or to be exempted from it), 4. Tuition fee document, 5. Having no problems or military service for similar aspects. Students who already started their education elsewhere in Turkey or abroad can also apply to the Department. The requirements of application in this case will be announced at the beginning of each academic year in the university’s web site.
Specific Arrangements For Recognition Of Prior Learning (Formal, Non-Formal and Informal)
The students who certify a sufficient level of knowledge of French and the students who get sufficient point in the proficiency exam organized by the Foreign Languages School will be exempted from 1 preparatory year in French and will start directly their education from the first year of the undergraduate education.
Qualification Requirements and Regulations
In order to graduate the students have to complete all the courses in the program successfully (total 240 ECTS) and they have to get minimum of 2.00 from 4.00 of the overall grade point average (GPA). As well as successfully completing courses, students are expected to do a graduation project with an advisor in a field that they want to work in the 7th and 8th semester which will be evaluated at the end of the 8th semester. Profile of The Programme
The Department has a multidisciplinary and interdisciplinary educational program composed of the Political Sciences and Social Sciences, Management Sciences and Human Resources Management and Development. As well as theoretical knowledge, students' interpretation, questioning and analyzing of the social events from different point of views of different disciplines is aimed with this program. The language of the political sciences education being French and having elective courses of English or Spanish language give the graduates the opportunity to be opened to the world and provide them the basic qualifications to work in multinational companies as senior managers. The Department gives a great importance to the training of young academics which is one of the most important and chronic problems of the Turkish higher education system. Today young researchers trained by the Department work in different universities of Turkey in many different disciplines of political sciences, economics, sociology, management sciences. In this context the Department of Political Sciences and Public Administration with its young and dynamic structure has a unique and prestigious place among the Departments of Political Sciences and Public Administrations in Turkey and Being the first higher education institution which gives education in French language in Turkey, the academic program of the Department gives the opportunity to the graduates to reach important positions in private sector as well as the public sector.
Occupational Profiles of Graduates With Examples
Students, essentially can work in all public and private organizations administration departments. In addition to these, they can work in all public institutions as consultant to the administrator officers with their expert knowledge and therefore they can work in audit or other similar control units. The skills given by the Department to the graduate students about language and political science field allow them the opportunity to work in the public institutions and organizations, particularly in the Ministries of Interior and Foreign Affairs. Some of the graduates work in the private sector companies, especially banks' boards audit departments. A group of graduates continue their careers as faculty members. journalists, diplomats, district governors, etc.
Access to Further Studies
Candidates who have successfully completed undergraduate studies and who get valid point from the ALES test and have the adequate GPO for undergraduate studies determined by the Institute of Social Sciences Sciences) can continue their studies in Master Programs.
Examination Regulations, Assessment and Grading
The evaluation of a course in a semester is composed of one midterm exam and a final exam. It can also contain homework, exercises and other studies. Homework, exercises and other studies that the students are responsable for will have an effect on the midterm and final exams. Evaluation of each lesson, practice, and other studies will have an effect on mid-term and final exams. Mid-term exam grades for any course have 40% share and final exam grades have 60% share on the final grade of the course for the semester.

Facilities
Our departement is located in the Anadolu Hisarı Campus which offers easy transportation and rich sport activities possibilities. The PC’s and the printers in the office rooms are for the use of the academic members. Video projections and lectures with slides by a projection device can be done in the building. There is a library and a cafeteria in the campus. Public Administration Club in the campus is a meeting point for discussions and gathering together for students and provides a social activity area. The Department gives the opportunity to the students to go to France’s prestigious universities within the framework of Erasmus Exchange Program, with agreements for 1 or 2 semesters.
